Frequently Asked Questions

  1. What is the Certification Program?

The Certification Program is for first-level nurses educated outside the United States who wish to practice nursing in the United States. A first-level nurse, as defined historically by the International Council of Nurses, is sometimes called a registered or professional nurse (RN).

Second-level nurses are not eligible to be licensed as registered nurses in the United States and are not eligible to take the CGFNS Qualifying Exam®. A second-level nurse is sometimes called an enrolled, vocational or practical nurse or a nurse assistant.

At the state level, the Certification Program is a requirement for licensure by all state boards of nursing before an applicant can take the required NCLEX-RN® exam.  At the federal level, the CGFNS Qualifying Exam® component of the Certification Program satisfies the examination requirement of the VisaScreen®: Visa Credentials Assessment Service for immigration.

  1. What is included in the Certification Program:

  • The CGFNS Qualifying Exam® for first-level nurses, including RNs
  • A credentials evaluation of secondary and nursing education and registration
  • Verification of English language testing that demonstrates English language proficiency

Yes. You may submit a written notice of appeal to CGFNS for review. CGFNS will review the request and you will be notified whether your appeal request is granted or denied.

If your appeal request is accepted by the CGFNS International Appeals Committee, you will receive a letter outlining the next steps in the process. There is a service fee of $500 for the appeals process. This fee will be returned if your appeal is approved and the original decision overturned.

  1. What is the next step after the completion of the Certificate Program (CP)?

When the CP is successfully completed, applicants receive the CGFNS Certification Program Certificate. The applicant may request CGFNS to send an official verification to the state board of their choice. The document will serve as an official requirement to take the NCLEX® exam.

The CGFNS Certification Program Certificate is valid for life.
